but

Is there an error in zaptata.conf? A change from 1.4? Or can't you 
change signalling on a module reload?

Maybe it doesn't matter in 1.6 since it's redundant with zaptel.conf?

If it is a change, or ignored because it's redundant, you may want to 
edit zapata.conf.sample
