Yes we have done so - signed it and faxed it and also executed the
get_ilbc script.
One word of warning - the get_ilbc script appends to the files in
codecs/ilbc - if you execute more than once the code does not compile
because the code is duplicated each time.i.e. each function is repeated
in each file.
