Seconded.

Even without iLBC, we (Debian) can't avoid repackaging the tarball 
though, since we strip Freeplay's MOH and IAXy's firmware from it.

Not shipping iLBC in the core asterisk tarball at all sounds like a good 
plan to me in any case tbh.
