I started to implement the same logic in app_meetme,
then decided to check the obvious.  Earlier this year
I had updated the tzdata package on all of my production
servers to cope with the new US DST rules, but neglected
my development box.

Once I updated the tzdata package and made sure that
/etc/localtime pointed to the correct timezone file my
'issue' went away.

Thanks for the suggestion though...
