[asterisk-dev] IAX2 capability bits?

Hi,

I'm trying to understand the IAX2 capability bits, but clearly
there's some difference between my understanding of the spec and the
actual implementation.

The latest spec I found
at http://tools.ietf.org/id/draft-guy-iax-03.txt under "Media Format
Subclass Values" shows how the bits are arranged, but values I'm
getting from providers have the 5 high-order bits of the audio codecs
set high. These apparently used to be unused bits, but now the spec
says two of them are G.722 and AMR.

Is setting the unused bits high the right thing to do, or does it
cause you to advertise capabilities you don't have?

Thanks in advance for any hints! [I found iax2.h, but it doesn't
have the bits for CAPABILITY defined...]
