You mean DACS, right?  If so, yes, the Digium (and Sangoma, don't know 
about other brands) can do this.  We used to use this feature at a 
client.  This feature works even if Asterisk is not running, as it is 
done by Zaptel.  However, if you run a ztcfg you will drop all channels, 
even DACS'd ones.
