It's "normal"  ;-)
Near all European BRI operators cut off the line between calls.
So, you must trieve the correct parameter avoiding to survey the line as for
mISDN :
pmp_l1_check=no

I use mISDN without any issue with B410P.

Kernel 2.4 modules can (and should) also be built using the 'make -C
/lib/modules/$VERSION/build SUBDIRS=`pwd`' trick.

Using your own rules to build kernel modules has been wrong for a _very_
long time.
