[asterisk-dev] Request for Vote on 5208, SayAlpha does not read special characteres such as ", " and "/"

hi Russel,
I had to write an application for a customer, to spell an URL on phone
(sounds weird, but he has that request and since customers are kings).
he has stuff like ~, &.
Also, things like < > % could be really cool, to build dynamic math
application for children for educational purposes, useless, but just
something to make coders and children busy for few hours. ;)

Having a prompt saying Asterisk could be really cool, instead of sound
editing current sounds, for new users.

Also, instead of having 2 functions (say_digit_str_full and
say_character_str_full) for almost the same thing, we could merge these 2 in
a way the 1st one is using the 2nd one, which could already be done)
