It will create others; chan_sip is not currently able to deal with
multiple transactions outstanding in the same dialog, and this would be
required to be able to properly interoperate with forking proxies.

There is work being done to solve this, but it will not be part of
Asterisk until the 1.6 release (assuming it is ready by then <G>).
