This is a configuration problem -- look at your dialplan on Server2
and make sure it isn't calling the Answer() application (or any other
application that answers the call) before using the Dial() application
to send the call down the PSTN.

to the Asterisk source code development are best suited for the
asterisk-users mailing list, and not this list.
