[asterisk-dev] Asterisk 1.2.9.1 not working without internet connection

Hi,
I have an Asterisk 1.2.9.1 on a Debian Sarge connected to a VoIP 
provider and each time I reboot without internet connection Asterisk 
does not work....many commands like restart, stop zap and misdn are not 
present in Asterisk CLI. The only way to make Asterisk start with full 
commands is to connect internet cable. After Asterisk has started is it 
possible to disconnect the internet cable but only if  IP addresses are 
explicitly used instead of  VoIP providers URLs.
I think this is a very bad problem since VoIP provider services are 
required more and more and internet connection can drop anytime.
Is there a patch for Asterisk avoiding this behaviour?
