Poor software can be written withing Asterisk as well as out of Asterisk.
I believe the functionality you are requiring is not a core PBX feature
and would not put into Asterisk to prevent it from getting even more
bloated. But I also believe the AJAM stuff (HTTP server being part of
Asterisk) did not belong to Asterisk but into a separate application. So
maybe it's just my opinion.
