No, it is not.

The core problem is that you did not read the documentation, that explicitly tells you that asterisk.conf must be changed to tell Asterisk how your language files arranged.

There is no underlying problem; the only issue with the way that bug was handled is that Corydon did not tell you this, but instead relied on the old (Asterisk 1.2 and before) behavior that required the files to be arranged in a different way.
