There is not currently any support for a per-peer or per-user 'outboundproxyport', there is only support for it at the global level in sip.conf. There is also not a simple fix for this, because the way per-peer outboundproxy information is recorded is sub-optimal... and the order the fields are present in the configuration file can affect the way the information is interpreted as well (which gets even worse when Realtime is used and you can't control the order the columns are returned by the database).
Unfortunately right now there is no simple solution for your problem, unless you use the same outbound proxy for all your peers, in which case you can set the proxy/port at the global level (and in fact that was the original intent of the 'outboundproxy' settings being created).
