It is a SIP Notify extension supported by Broadsoft and other SIP Phone 
and softwitch vendors.  It allows a 3rd party to tell the end device to 
go off hook.  My specific scenario involves a CTI Phone which sends a 
SIP Notify to my SIP phone when I click answer on the CTI Phone.
