Hi Russel,
    while I can understand your reluctance to commit such wide-reaching 
changes to the 1.2 branch, a proper fix for this would likely solve a 
problems for a number of people (blatent self-interest: me included).

I strongly suspect this is the bug that has been causing us terrible 
trouble with third-party operator panels getting out of sync with the 
PBX state on a regular basis.

Even if it's not committed to 1.2, I'd still really appreciate Steve 
finishing the changes for the 1.2 branch, even if they end up staying in 
a separate branch - that way, those affected can at least patch their 
own systems.
