While it does prevent * from terminating new incoming calls, it does not
do this in a way which allows the far end switch to hunt around the out
of service channel. If you have multiple spans and/or multiple servers,
and you want to continue to handle calls on the other spans/servers you
need to be able to notify the far end switch that the channel is out of
service. Hence, the point of this thread.
