[asterisk-dev] I Can't acces PSTN numbers

looks like ser is not accepting the call or similar, checkout the
'ngrep' command and listen for incoming packets on the ser-port
respectively ip/machine:

ngrep -W byline port 5060 or ngrep -W byline host xxx.xxx.xxx.xxx

if you can't find the problem with this debug, you should go to the
users-list to ask your question(this list is intended for the
development of asterisk, not its configuration)
