Is there an E&M Wink signalling method that provides dial tone towards 
off-hook end?

I'm trying to emulate a Telco Provided Configuration towards some external 
voice mail system.

When the VMS wants to dial out using e&m wink, it expects dial tone to be 
returned from CO.
Sense there is no dial tone detect, it gives up.

As I understand, normal E&W does not provide dial tone.  I was hoping there 
might another signalling method
that does provide dial tone as well as E&M Wink signalling.
