There are (S)RPMs for asterisk-1.2.9.1 that have the JB patch included
at http://www.laimbock.com/asterisk/ 
If you are not using a CentOS4/RHEL4/Fedora Core 4 or 5 distro then you
can get the latest JB branch with:

svn checkout
http://svn.digium.com/svn/asterisk/team/oej/jitterbuffer-1.2
jitterbuffer-1.2

(all in 1 line)

Next make a diff against 1.2.9.1 and you have the latest JB patch.
