to keep this as simple as possible as far as the app_conference code goes,
 the thing to do is probably to add a flag which a) doesn't allow Listeners
into
a conference unless there is already a Moderator present, and b) which boots
everyone out once the last Moderator has left.

there's already code in cli.c which is used to end a conference via the
manager interface, so b) should be pretty straight-forward.
