My first reaction is that this would be a great change.

Probably everybody who tries to use queues with SIP phones gets caught out 
and confused by calls being offered to phones that are in use.  This is 
certainly a gotcha that most of our customers fall into.

Generally they think Asterisk is broken - the interaction between us and 
the SIP phone is not so obvious for new users.

With the limit stuff in sip.conf deprecated, you have to jump through 
Local/ channel hoops to avoid the issue.

So why not make things more understandable for users...
