If you'd care to tell us what's wrong with his setup message, that 
might help some of us try to fix it.  From what I saw in ECMA-143 (at 
least for the bearer capability IE), everything there should not cause 
a protocol error; however, I don't know enough about the differences 
between normal Q.931 specs and Q.SIG specs to identify what is causing 
his problem.
