This is NOT Q.SIG!

Q.Sig and Q.931 have similar message headers, but different contents in 
the IE's so a Q.931 passed to a side that expect Q.SIG or vise versa 
will complain about fields.

However:

The Asterisk libpri is a 'hackup'  as far as Q.931 and EuroISDN goes! 
BRI in particular is problematic. Asterisk will not pass EuroISDN 
compliance testing etc.
