Theres numerous counter examples to that, e.g. OpenBSD which has a
release cycle http://www.openbsd.org/faq/faq5.html#Flavors similar to
the new Asterisk one http://www.asterisk.org/developers/releasecycle

Skipping  odd  numbers  is  like  not having a 13th floor because you're
superstitious.

I  read  the  intent of the new Development and Release Cycle to be that
every x.y release will be "consumer ready".
