AMR definately is, the licensees charge per transcode, but with a
minumum volume of 10,000 at $1 a pop and $15,000 set-up. Decoding only
is slightly cheaper (i.e. a transcode is a single codec being used to
encode or decode, if you have 5 conversations going at once, it's 5
transcodes i.e. 5 licenses).
