Don't know much about legal issues, but h223 and h245 would have no problems. GSM amr don't know and H263 is not clear, I have seen much open source coder/decoders, and we don't need to transcode (I don't think an asterisk box would be able to encode and decode 30 gsm amr and h263 streams simultaneously), just packetize..
