Bit rate alone does not determine sound quality. You could have a 4 kHz 
sample rate, and a highly inefficient codec, that ends up requiring 128 
kbps. Do you think it's going to sound very good?

On the other hand, you could be using Speex with a sample rate of 16 
kHz, and a bit rate of around 44 kbps.

Don't confuse bit rate and sample rate.
