The Mother's Union haven't standardised it either. :-) However, if you 
look at someone genuinely relevant to SMS - ETSI - they have 
standardised it. Various forms of messaging over BRI and PRI have always 
existed, and the 16k channel on BRIs can be freely used as an X.25 link 
for any kind of data.
