BT define their fixed-line SMS service in SIN413
http://www.sinet.bt.com/413v2p0.pdf

It references a bunch of ETSI specs, which is therefore the standard
way to solve the problem.

Basically, a normal phone call from a particular CLI arrives.  You
answer it automatically, and do a data exchange using 1200baud modem
tones (as I recall - it may be a different speed).
