No. You will *not be able to send/receive faxes over public intarweb using 
g.711*. Jitterbuffer or not. Stop trying. 

Jitterbuffer makes voice not suck by interpolating previous frames when 
frame is delayed. Obviously, this will do nothing to help faxes.
