I found this reference: 
http://www.cisco.com/warp/public/116/e3_bckgrnd_config_22842.html

which says 0x55 is the default for E1s.

This checklist: 
http://www.conceptctc.com.tw/appendix_4__quick_start_check_li.htm
seems to say 0x55 for E1s, 0xFF to T1s.

I will adjust my patch, though at this point Mark closed the bug with 
"nothing wrong".
