[Asterisk-Dev] chan_zap bug - pri spans end up stuck DOWN

There's a problem in chan_zap, interacting with libpri.

The result is that a short layer1 alarm on a pri span is quite likely to 
leave the span stuck in "Down", even though the d-channel is actually 
running fine and the alarm is cleared.

I know I've seen a number of posts on the -users list where spans 
mysteriously are Down.  I imagine this is the reason.
