[Asterisk-Dev] where is the thread which monitors all the idle channels?

If that exists, it would be channel-driver specific (i.e. in each 
channel driver that needs a background thread, it would start one).

However, I'm not aware of any existing channel driver that has a thread 
that 'monitors all the idle channels', so that documentation is a bit 
perplexing.
