Yes, that is what is needed if the asterisk side of things has problems
and you can detect it switch the lines. 

But as I have said before, there is a failure state where asterisk is
up, the layer 1 is up and functioning, but yet no calls are being
processed. That will require you to place a call and possibly receive a
call so you can test for that failure mode.
