I forgot to mention passthrough. The UDPTL transport should allow for 
passthrough once the chan_sip.c changed are complete.

I also forgot another missing piece. For T.38 over RTP to work properly, 
someone needs to add the FEC spec to rtp.c. So far few things support 
T.38 over RTP, but I think that is set to grow.
