And asterisk does not "require" curl.  It does however use curl if it is
installed.  It appears that the dependency issue is that your curl
install separates the bin from the devel and asterisk assumes that if
you have curl, you have devel stuff as well.  I bet this is the case
with several of the "optional" dependecies.
