The simple answer is: if the proposed code doesn't actually interact 
with the user or the channel in any significant way (just retrieves or 
sets a value), then it should be a function. If the proposed code is not 
even channel-related (app_md5, for example), then it should be a function.

At least, I think that's what decided :-) It seems to make sense a few 
days later, anyway.
