It presently honors "jitterbuf=yes/no" and a new parameter 
"forcejitterbuffer=yes/no", for users/peers/global contexts, and 
"maxjitterbuffer=<time in ms>" from the global context.

The patches _do_ include an updated iax.conf.sample which explain this..
