So in theory I could modify app_addon_sql_mysql.c to set the dst field in the database based on what was in the CDR variable for dst as opposed to wherever its getting it from now ?

They're for whatever a CDR developer wants them to be for. Like I said, though, until you have a CDR module that uses them, they are completely useless to an end user.
