Is that how it works?  I looked on the Asterisk.org download page before 
sending that post and it doesn't specifically mention anything about the 
licensing.  The description of the package just suggests that it 
contains `addons'.

Maybe adding a specific license heading to the page 
http://www.asterisk.org/index.php?menu=download would help ease my 
confusion (and that of those who have been a little too ambitious in 
rebranding Asterisk)
