Yes I can confirm I am seeing this happen too.  We don't use parking 
much so I can't narrow it down to when it started either.  I use SIP 
with G.726 and see all sorts of GSM errors.  First park is silence then 
MOH.  Second park (on a totally new call) I don't hear the first digit, 
only the second two, and I see the locking error.
