No, the jb and PLC is a receive only feature:  Whatever box is running 
it would get the behavior on audio that comes _in_ to it via IAX2.

I need to respond more thoroughly to AKohlsmith (probably in the bug)..  
I'll look into the "outstanding frames" thing; it may be more of a 
bookkeeping thing than a real leak, but leaks are certainly possible..
