Are you talking about (T)ime (S)lot 16 on an E1?  If so, you can pretty much
do anything you want over that timeslot in zaptel.  You just open /dev/zap/16
and read() and write() to it.  I know that the framer does support some primitives
for doing SS7 signalling, but I do not they are enabled by default in the driver
for the TE410P.
