Yes, the 0.7 series of OH323 is for Asterisk HEAD only.
For Asterisk 1.0.x you need OH323 0.6.5. See:

To do with that version you need the Janus releases of PWlib and OpenH323,
which you can find at http://www.voxgratia.org/downloads2.html - look
for the Janus releases dated 13 Aug 2004 (NOT the Pandora release with
the same date).
I compiled up the above combination only a few days ago without any
problems, on Fedora Cores 1, 2 and 3.
