If the violation is known and the author chooses not to enforce it, it 
becomes harder to enforce later becuase it can be argued that there was 
tacit permission.  Furthermore, this arguemnt can be used by others to 
repeat the violation for various purposes, regardless of the purpose of 
this violation.
