I believe you're looking for a copy of the Q.931 standard. It should spell
out, to the bit level, what needs to be set and how for each and every
message. I have been looking for a copy to read up on ISDN MWI
implementation, but haven't found a copy publicly available. The engineering
document sources I have located are indexed at:
