[Asterisk-Dev] major patch to say.c

i made several changes to say.c (germany syntax, enumerations, general 
code cleanup (not yet complete) according to the coding guidelines), i 
filed this patch to http://bugs.digium.com/bug_view_page.php?bug_id=0002780

as this is a major patch the patch software is getting to its limits and 
its getting harder and harder (which is also error prone) to merge my 
patch with new cvs versions appearing every other day.

therefore my questions are:
* how can i speed up my patches to be appearing in the cvs?
* what is the procedure to become a bug marshal? i could give some of my 
time and become a bug marshal myself on topics like i18n and coding 
guideline reviews.
