You can see the code in channel_sip.c, structure prefs and functions
like sip_pref_append.

So the order IS honoured for SIP - actually it looks like it is for
both outbound and inbound calls.

So it just for IAX where there it is predefined (and I must say the
iax.conf doesn't explicitly claim an ordering).
