So, to clarify:

For SIP, we're only setting a codec preference order in the GENERAL section.
This is used when Asterisk dials SIP calls outbound to set the preference in
the SDP for the INVITE.

For users, the codec setting is *not* ordered. I think I removed that suggestion
from the sample SIP.conf, if it's still there I will remove it quickly.

For users, it's just a bitmap that tells us what to accept when getting an
INVITE from the user. The user's SIP device sets the ordering and preferences,
we just see what codecs we accept and choose from that list.

The correct answer on the subject question is : Yes you can and no you can't.
